I believe that the candidate B is the best because she have 10 years of work experience of public relations officer for multinational company and her skills are to speaks English , Spanish , Italian and good computer skills.
I don't choose the other candidates because the candidate A speaks little French but hasn't used it in a long time and is too old for this job, the candidate C is very interested in history and has low level of written English and also was a bit informal in his interview notes.
